CORRESPONDENCE EDUCATION:
A SECOND OPPORTUNITYFOR REFUGEE YOUTH

There are many talented young people in India who are not eligible to enter traditional university programs, or cannot attend university due to poverty or responsibilities at home. Some of them are refugees from other countries whose lives have been disrupted by political oppression and flight into exile. For these refugees, higher education would normally be out of the question. Fortunately, the Indira Ghandi National Open University (IGNOU) offers them the opportunity to receive university-level education, skills training, and degrees, thereby breaking the cycle of disadvantage and despair.

IGNOU is a Central Indian University established by an Act of Parliament in 1985. It offers both short and long-term correspondence programs resulting in certificates, diplomas and degrees in a broad range of academic and professional areas. IGNOU achievement documents are recognized by all members of the Association of Indian Universities (AIU). The Tibetan Children's Education Center (TCEC) is a not-profit organization founded in 2001 by young Tibetan refugees in Dharamsala, India. We ask for your support in opening a community IGNOU Training Program and Study Center. The mission of this Center will be to help our brothers and sisters in exile obtain the credentials to enroll in IGNOU and become successful university students.
